I don’t think so, but you can try VPN.
There is a way around it and it works on my PC. Use Google Chrome, search up an App called Unlimited Free UPN Hola. Install that app and go to the NAVER tvcast site with the video clips you want to watch. Click on the App and it will automatically search for the country the site belongs to. You will see the flag. Click on it and you can bypass the restriction. Good luck!
