A dclsg fan apparently has a high school friend who had training together with SeungGi at Nonsan Training Center, AND a college friend who’s a SWC soldier in the same unit as SeungGi. [How lucky is that!] Anyway, because they know he [?] is a fan, they shared SeungGi stories/news with him.
